Since the legislature’s abrupt departure from Raleigh on June 26th without enacting a biennial state budget for 2025 - 2027 (technically, the NC General Assembly is still in session, with so-called ‘skeleton sessions’ with one or two legislators present being convened at least once every three days as is required by the state Constitution), Governor Stein has signed a few bills and vetoed others, in addition to the four bills he vetoed before the legislature left town.
There’s no clear indication of when the state legislature might return, but there is speculation the state House and/or Senate might look to take up one or more veto overrides sometime soon – we’ll definitely put out a Raleigh Report should that happen.
We did want to provide IIANC members with some insights on the impact to North Carolina from the One Big Beautiful Bill passed by Congress and signed into law by President Trump on July 4th.
Here is a short video recorded yesterday featuring a conversation between Joe Stewart, IIANC Vice President for Governmental Affairs, and NC Senator Jim Burgin, chair of the Senate Health Care Committee and an IIANC member, on this topic.
Senator Burgin provides an overview on what we know so far on how this federal legislation may impact the 600,000+ people who enrolled in Medicare when the General Assembly authorized, and then-Governor Roy Cooper signed into law, the expansion of this public health care program as allowed for by the Affordable Care Act.
